Dear Xr. chairnn
     Reference is Made to your letter of Nweo~er 19, 197t, ooncerning
the detail of Gieneral Ac u ting Office personnel to Senate cowaittees
and reimbursement for expenses iurred incident to such details.

     In yor letter you express the view that the Lgislative ReorganiZa-
tion Act of 1970 does nwt alter the requirement of the legislative
&e rgzatiou Act of 1946 that the detail of &O personnel to Senate
Comittee must have the approval of the Comittee on ftles and Admin-
istraton and that Senate Resolution 77 requires that such details be
on a rmtsbursable basis. You ask that you be advised if we disagree
in an  reopect With yer onclusions or feel that exceptins or
distinctions of uer k)nd should be mse.
     Section 202(f) of the Legislative Reorganization Act of 1946,
approved Augt 2, 1946, ch. 753, 60 Stat. 834, 2 ti.s.c. 72Ia)f) teads

          No cmaittee shall appint to its staff experts or
     other personnel detailed or assigned frzm a department
     or agency of the ove nment, except wvith the written per.
     mission of the Committee on Rules and Ad&Mistration of
     the Senate or the Comgnttee on ftwe Adinistration of
     the House of Rspresetatives, as the case my be.

     Senate R0soltion 770 79h Congress, prwvides in part that.-
          'henever the head of ahy department or agency of
     the Government shall have detailed or assigned personnel
     of such department or agency to the s'tf of an Senate
     coumittee or subommittee thereof, the approiations of
     suoh department or agency frm Which the personnel so
     assigned or detailed is paid shall be reimbursed frxM
     funds available to the co~mttee or subcomnttee at the
     end of each quarterly period it the anount of the salaries
     of sugh personnel while on such detail or assignoet; and
     the services of any personnel so detailed or assigned
     shall not be &ccepted or utilized unless, at the time of
     such detail or assigmet fnids are available to such
