DIGEST Protest that agency misevaluated proposals and made an unreasonable source selection decision is sustained where record shows that agency's evaluation and source selection decision--which relied principally on two broad technical discriminators--were unreasonable and based on erroneous evaluation results. DECISION IBM Corporation, U.S. Federal, protests the award of a contract to HP Enterprise Services, LLC under request for proposals (RFP) No. VA 18A-1 2-RP-01 18, issued by the Department of Veterans Affairs (VA) for a real time location system (RTLS). IBM maintains that the agency misevaluated proposals and made an irrational source selection decision. We sustain the protest. BACKGROUND The RFP contemplates the award of a fixed-price, indefinite-delivery/indefinite- quantity contract for a 5-year ordering period with a minimum guaranteed value of $20,000 and a maximum value of $543 million.
