DIGEST Protest of an agency's evaluation and exclusion of the protester's proposal from the competitive range is denied, where the agency reasonably evaluated the proposal and found that it was not among the most highly rated offers. DECISION The Louis Berger Group, Inc., of Washington, D.C., protests the exclusion of its proposal from the competitive range under request for proposals (RFP) No. SOL-278-12-000001, issued by the United States Agency for International Development (USAID) for economic development services. Louis Berger challenges the agency's evaluation of its technical proposal. We deny the protest. BACKGROUND The RFP provided for the award of a 5-year, cost-plus-fixed-fee contract for technical assistance supporting USAID's economic development program in the Hashemite Kingdom of Jordan (the Jordan Competitiveness Program).
