DECISION J5 Systems, Inc., of San Diego, California, protests the decision not to award it a contract under request for proposals (RFP) No. N66001 -11 -R-0004, issued by the Department of the Navy, Space and Naval Warfare Systems Command (SPAWAR), Systems Center (SSC) Pacific, for systems engineering, analysis, and technical support services. J5 asserts that the agency's evaluation of its proposal was unreasonable. We deny the protest.
