           DIGEST

           Agency properly terminated the protester's contract for a mobile crane for the
           Department of the Air Force and reopened the competition for the crane, where the
           solicitation omitted a mandatory Defense Federal Acquisition Regulation
           Supplement clause requiring the contractor to use U.S.-flag vessels to ship the
           crane.
           DECISION

           American Material Handling, Inc. (AMH), of Watkinsville, Georgia, protests the
           termination of its contract and resolicitation of the requirement by the General
           Services Administration (GSA) under request for proposals (RFP) No. 12RT005 for
           an all-terrain heavy duty mobile crane.

           We deny the protest.

           BACKGROUND

           The RFP, issued by GSA on behalf of the U.S. Department of the Air Force,
           provided for award of a fixed-price contract for a commercial-off-the-shelf, 130-ton
           all-terrain mobile crane for Vandenberg Air Force Base, California. Offerors were
           informed that award would be made on a best value basis, considering (in
           descending order of importance) technical capabilities, price, and past performance.
