          Subject: Department of Health and Human Services, Centers for Medicare &
                  Medicaid Services: Medicare and Medicaid Program; Regulatory Provisions
                  to Promote Program Efficiency, Transparency, and Burden Reduction

          Pursuant to section 801 (a)(2)(A) of title 5, United States Code, this is our report on a
          major rule promulgated by the Department of Health and Human Services, Centers
          for Medicare & Medicaid Services (CMS) entitled Medicare and Medicaid Program;
          Regulatory Provisions to Promote Program Efficiency, Transparency, and Burden
          Reduction (RIN: 0938-AQ96). We received the rule on May 15, 2012. It was
          published in the Federal Register as a final rule on May 16, 2012. 77 Fed. Reg.
          29,002.

          The final rule reforms Medicare and Medicaid regulations that CMS has identified as
          unnecessary, obsolete, or excessively burdensome on health care providers and
          beneficiaries. The final rule is intended to increase the ability of health care
          professionals to devote resources to improving patient care, by eliminating or
