DIGEST Protest objecting to exclusion of proposal from competitive range is denied where agency reasonably determined that proposal failed to demonstrate a comprehensive understanding of, and sound approach to meeting, solicitation requirements, and thus was unacceptable. DECISION NSR Solutions, Inc., of Rockville, Maryland, protests the exclusion of its proposal from the competitive range under request for proposals (RFP) No. NNJ1 1373245R, issued by the National Aeronautics and Space Administration (NASA) for custodial services at three NASA facilities (the Johnson Space Center, Ellington Field, and the Sonny Carter Training Facility) in Houston, Texas.' The protester argues that the evaluation of its proposal was unreasonable. We deny the protest.
