DIGEST In a competition for the award of a concession special use permit for operation and maintenance of government-owned recreation facilities, protest challenging the agency's evaluation of applications is denied, where the evaluation was reasonable and consistent with applicable statutes and regulations. DECISION Recreation Resource Management of America, Inc. (RRMA), of Lakeside, Arizona, protests the award of a concession special use permit to Thousand Trails Management Services, Inc., of Federal Way, Washington, under a prospectus issued by the Department of Agriculture, U.S. Forest Service, for operation of the Rim Lakes Recreation Complex in the Apache-Sitgreaves National Forests. We deny the protest. BACKGROUND The Forest Service issued a prospectus in May 2011 to conduct a competition for the issuance of a concession special use permit for operation and maintenance of recreation facilities at the Rim Lakes Recreation Complex for 5 years with an option for another 5 years.
