DECISION Globecomm Systems, Inc., of Hauppauge, New York, protests the elimination of its proposal from the competitive range by the General Services Administration (GSA) under request for proposals (RFP) No. QTA-01O0-CTA-0003, issued by GSA for worldwide commercial satellite communications (COMSATCOM) end-to-end solutions. We deny the protest. BACKGROUND In July 2009, GSA and the Defense Information Systems Agency (DISA) entered into a Memorandum of Agreement (MOA) to jointly determine an acquisition strategy for the acquisition of COMSATCOM services for the federal government.
