          DIGEST

          Protest that agency misevaluated protester's proposal to provide support services
          for temporary housing units is denied where solicitation required offerors to
          assemble staff and resources to perform the required services within 48 hours after
          contract award, and the agency reasonably concluded that protester's proposal
          contemplated contract performance phase-in to occur 72 hours or more after award.
          DECISION

          F&S Environmental, LLC, of East Brewton, Alabama, protests the exclusion of its
          proposal from the competitive range, and the subsequent award of a contract to
          JESCO Company, of Gulf Shores, Alabama, by the Department of Homeland
          Security, Federal Emergency Management Agency (FEMA) under request for
          proposals (RFP) No. HSFE04-1 1 -R-2045 to provide maintenance and other support
          services for FEMA's temporary housing units (THU) being used by persons
          displaced by severe weather in Alabama on April 28, 2011. F&S argues that its
          proposal was unreasonably evaluated, was improperly excluded from the
          competitive range, and that the contract award was improperly made to an ineligible
          firm.

          We deny the protest.
