The agency found, pursuant to the Rehabilitation Act of 1973, that employee was a qual- ified handicapped employee, that reim- bursement was cost beneficial, that it constituted a reasonable accommodation to the employee, and that such reim- bursement did not impose undue hard- ship on the operation of the personnel relocation program.
