                Paynents of Pay

DIGEST:

       Enployee in grade GS-4, step 3, who
       received Upward Mooility appointment
       to position in grade GS-3, step 10,
       was afforded pay retention under 5 U.S.C.
       5 53b3 (1982). Agency erroneously com-
       puted employee's pay comparaoility adjust-
       ment in Octooer 1980, and, in October
       1081 , increased employee's salary when it
       snould nave terminated his retained oay
       status. The errors were not liscoveced
