An employee who transferred to Washington,
D.C. incurred various miscellaneous expenses.
The employee may be'reimbursed for the costs
of an adapter used to connect An electric
clothes dryer, Federal Travel Regulations,
FPKJR 101-7.(flay 1973) (FTR) pava. 2-3.lb(1).
The employee may also be reitpburased for the
cost of a license plate holder because it
is closely associated with the state's
licensing and Inspection requioments.
FTR para. 2-3.lb(6).

2. A transferred enployee, who replaced a wind-
shield that failed the state avtomobile
inspection, may not be reimbursed. Mit;cel-
laneous expenses Art. openses which are
inherent in establishing a new residence.
The cost of replacing a windshieltd is a
cost of maintaining and operating an
autom.obile, not of titling and registering
that vehicle. In addition, the cost of
new stereo speaker wire and charges for
new checks are not reimbursable, since
they are pernonal expenses. FTR paca.
    2-3.la.

Mr. John H. Skaggo, an authorized certifying officer
of. the Pederal Bureau of Investigation (FBI), has asked
whether certain expenses claimed by a transferred employee
are reimbursable as miscellaneous relocation expenses.'
The expensec are the cost of: (1) iV adapter for an
electric dryerf (2) a license plat'& holdur,, (3) an auto-
mobile windshield and its installation, (4) stereo spea-ker
wire* and (5) new personal check~. We hold that' items [1)
and (2) are sufficiently related to ohe establishment of!
a new residence to authorize reirrbursement. However, 1the
employee nay not be reimbursed for ite.ms (3), (4) and (!)
because tk ey are not the type of expenses compensable under
the Federal Travel Regulations, FPR 101-7, (May-1973)
(FTR), paragraph 2-?.l.
