  DIGEST


       Prior-decision will not be reconsidered
       because request does not appear to comply
       with the requirement'of 4 C.F.R. § 2199(b)
       (1981) that requests for reconsideration
       be filed within 10 working days after the
       basis for reconsideration was known or
       should have been known.

       Coonrod and Walz Construction Co, Inc. (C&W),
  requests reconsideration of our decision in the
  matter of Coonrod and Walz Construction Co., Inc.,
  B-204887, October 20, 1981, 81-2 CPDU    , dismiss-

  inc, C&W's untimely protest against any award under
  an invitation for bids for project No. 452-031
  issued by the Veterans Administration (VA) for
  construction alterations at the Medical Center in
  Wichita, Kansau. On Novembar 13, 1981, C&W filed
  thin reconsideration request concerning our
  October 20, 1981, decision.

       Reconsideration requests must be filed here
  not later than 10 working days after the basis for
  reconsideration is or should have been kriown.
  4 C.F.R. § 21.9(b) (1981). Since C&W's basis for
  requesting reconsideration is its disagreement with
  the conclusion of our October 20, 1981, decision,
  C&W should have filed its request here within 10

  It appears from an enclosure to its letter request-
  ing reconsideration that C&W received our decision
  on October 27, 1981, and we have held that it is
  reasonable to assume that a protester will have
  received our decision within a week of its Xssuance.
  In our view, therefore, C&W's request filed here
  on November 13, 1981, does not appear to meet our
