      Federal Laws

 The Northern Mariana Islands Commission on
 Federal Laws, although it receives its
 appropriations from the Department of the
 Interior, is an independent entity in the
 Legislative Branch and not an Executive
 Branch agency. Therefore, it is not subject
 to administratively imposed hiring, travel,
 or office equipment procurement freezes
 applicable to Executive Branch agencies. As
 an independent entity, its Executive Director
 may sign purchase orders and travel authori-
 zations. It may not, however, use Interior
 Department forms for those purchases since
 it is not a component of Interior. It may
 not rent office space on its own unless it
 receives a delegation from the General Serv-
 ices Administration. The Federal Property
 and Administration Services Act is applicable
 to Federal entities in all branches of the
 Government. 40 U.S.C. § 472 (1976).


     We have b!een asked several questions by the Northern Mariana
Islands Commission on Federal Laws which explore its relationship
to the executive branch and, in particular, to the Department of
the Interior.

     The Commission was established pursuant to the Covenant to
Establish a Commonwealth of the Northern Mariana Islands in Political
Union with the United States of America, which was enacted in Pub.
L. No. 94-241, approved March 24, 1976, 90 Stat. 263, 48 U.S.C.
§ 1681 1t5 (1976). Section 504 of this Covenant establishes the
Commission and its duties:


     The President will appoint a Commission on
Federal Laws to survey the laws of the United
States and to make recommendations to the United
States Congress as to which laws of the United
States not applicable to the Northern Mariana
Islands should be made applicable and to what
extent and in what manner, and which applicable
laws should bem ade inaplicable and to what
extent and in what manner. The Commission will
consist of seven persons (at least four of whom
will be citizens of the Trust Territory of the
Pacific Islands who are and have been for at least
five years domiciled continuously in the Norti rn
