         A Federal employee requcested reconsideration ,of the
denial cf his request for waiver of an erroneous payment of
advanced annual leave. The employee was not entitled to have his
indebtedness for the exceas payments waived sirce he should have
been aware that there was an error and he therefore had a duty
to report it to the appropriate officials. Tke employee may
elect to bave the excess leave carried forward as a charge
