     This action to in res|onwa to a request from Fred L. Hayes,
a certifying officer of the National Park 6Irenic',, Department of
the Interior, received in Our Office on March 1, 1976, concerning
the propriety of certifying for payuent a travel voucher submitted
by Dr. F. A. Calabrese. The travel vouchor covers expense.
Dr. Calabrese incurred while traveling from aterbury; Connecttout,
where he wan an annual leave, to Zllingus, Motana, and then io
Lincoln, Nebrarika, his perusnct duty station,.

     The circumstances surroundng Dr. Calabrees travel as
rewBorted in the National Park ,'ivice submission letter are am
follows. Dr. Caslbree departed Lincoln, Nabrakoka, for
Waterbury, Canumeticut, on December 24, 1975, on annual leave
and had arranged to be on annual leave through December 29, 1975.
While en route to Waterbury he receivednotificetion at St. Louis,
Missouri, that he vas to testify before a Federal district court
In Billing., oana a, on Deceter 29, 1975. Dr. Calabrese left
Waterbury an December 28, arrived in Billings an Decamber 29,
and returned to Lincoln on December 30. The trip to Waterbury
was in large partpplanned so tiat Dr. Calabrese could' attend the
wedding and reception of a mewber of his Imediate family, but
it wan naceesary for him to love for Billings before the reception
bed ended. Upon his return to Lincoln Dr. Calabrese submitted a
voucher In the amount of $92.50 for certain travel expenses, which
had not been covered by overnment transportation requests, aad
for applicable per diem.
