           The contract in questicn was awarded by the Ohio
      Valley E~xchane !' cion, Charlectoyn, indiana, after
      receipt of proposaoi unsdei, solicitation OVEP-79-47-
      79-373, issued )ove'ntor 13, 1979. The solicitation
      indicates that anr:'ro,)viated funds are not involved
      in the Procurement.

           The bid protest jurisdiction of this Office is
     based cn our settlem-ent authority over anronriated
     funds under the .)rovisioPs of 21 U.S.C. 5§ 71 )n3 74
     (1975).   Cur Vid Procest Proce6ures cnlv rovi_6   for
     cons ieratio. of Trotests invelvinq agenc ies of the
     Federal CGvernrienz 'hose acccunts are subiect to
