        GAO will not review Federal agency's
      .rejection  of grant application for
        being incomplete.


        Home Care Research of Rochester, Inc. requests
   that we review the Department of Labor's rejection
   of its grant application for a training demonstration
   under the displaced homemaker program. According to
   the firm, the application was rejected because in the
   Department of Labor's view it was incomplete in a num-
   ber of respects.

        Pursuant to our Public Notice at 40 Fed. Reg. 42406
   (1975), our Office will consider complaints from pro-
   spective contractors concerning the awards of contracts
   by grantees under Federal grants in order to foster com-
   pliance with grant terms and with statutory and agency
   regulations. However, as the Public Notice indicates,
   it is not our intention to interfere with the functions
   and responsibilities of grantor agencies in the actual
   awards of grants, and for that reason we do not gen-
   erally review individual complaints concerning the
   denial of grant applications. Washington State Depart-

   September 22, 1977, 77-2 CPD 219.

        Accordingly, the matter is dismissed.
