Whitaker's request for reconsideration was filed with our Office on October 25, 1979, 17 working days after issuance of the decision. The record does not indicate when Whitaker received the decision. However, since Whitaker is located in Washington, D.C., it is reasonable to assume that the decision was received, at the latest, 1 calendar week after its issuance, or by October 9, 1979.
