The Ikard Manufacturing Company (Ikard) has requested reconsideration of our decision in Ikard Manufacturing Company, B-192578, February 5, 1979, wherein we held the protested small purchase awardto have been properly made since Ikard had not shown-fraud, intentional misconduct, or failure of the activity to make a reasonable effort to secure adequate competition. The request for reconsideration, dated February 14, 1979, was received, we are advised therein, by Ikard on February 7, 1979. Section 20.9(b) of our Bid Protest Procedures (4 C.F.R. part 20 (1978)) provides that re- quests for reconsideration must be received by our Office not later than 10 working days after the basis for recon- sideration is known or should have been known. Since Ikard knew or should have known of the basis for recon- sideration when it received the decision on February 7, its request for reconsideration, received by our Office on February 23, is untimely and not for consideration.
