Questions were asked as to wbether an agency may refuie
to reiaburse an employee for relocation eajenses because of .
budget considerations and, if not, whether an employee may waive
reimbursement. Employees~eho were transferred trouIthe Postal
Servicetto the General Sestvtces Administration were not eligible
for reimbursement of relocton *xrenses since reimbursement is
restricted by' law to eapoyes of an *esency' uhich excludes tte
Postal Srvice. Although this detersination made it unuecessary
to answe the questions, budget constrainta cannot ke a kasis
for denying an employee zeimbursement of relocation expenses.
