An employee may be reimbursed a valet service fee
which he incurred in order to obtain the lowest
cost parking at air terminal incident co official
travel as it is considered an integra) part of
the parking fee cost reimbursable by thi Govern-
Ment in accordance with FTH 1-4.2c(3).


     This decisian responds to a- reqtuest for an advance decision from the
Chief of FinanCe aid- Accdhting, National Security Agency, Central Security
Service, concerning reimbursement to.Hr. Edward J. Fox of a valet service
.'ee paid for parking.I privately owned vhicle at a  common carrier terminal
incident to temporary duty travel by,zirplane.  The request was submitted oy
the Per Diem, Travel and Transportation Allowance Committee, PDTATAC Control
No. 78-21.

     Mr. Fox incurred a valet service fee or $1.75 on March 27, 1976, for
parking his priyately owned motor vehicle 4 days at the Baltimore-Washington
Iturnational  Airportlong-ter'm phrking,1ot while he ttaveled on official
business.  On the long-term lot parking is by valet service with the park-
ing charge itemized separately frxi the valet service, fee, which is to
compensate for pa'rking the ',aveler! s Vnicle and driving the traveler to
and trom th' terminal building and the lot.  When the valet service ree is
added to the ldng-term park...Ag lot charge and parking is 4 days or more,
such an in Mr. Fox's case, the total costis less  than parking for the same
period in thelots  designated for either daily or hourly parking rates.
Parking in the long-term lot is not permitted without the valet service
and fee.

     Paragraph.1-4.2c(3) of the Federal Trivel Regulations (FMR 1017,
Hay 1973)(FTR) authorizes a fee for Parkl Ia privately owned at'tornobile
at a common cartier terminal or other park1ng area wbiie the traver  is
a,iy fron hi, official station.  We.believe the valet service and ee at
the long-tern lot at Baltimore-Vlashington Uiternational Airport is intd-
grally related to parking contemplated by Eis regulation, since they are
necessary to obtain the l6west cost parking at a saving;s to the Government.
Therefore the employee may be reimbtirsed the cost of the valet 'iervice as
An  ntegral part of the parking fee subject to the limitation prescribed
in para. 1-4.2c(3) of the FTR.
