     Protest that Air Force has no basis for finding
     protetr:'s proposal technically unacceptable
     is denied, since, absent showing that ajency has
     been arbitrary or unreasonable, it is not GAO's
     function to make ind erdent judgment an to
     technical merits of pcoposal.

     Tolos Computing, Inc., and Proprietary Software
Systems, Inc. (TPC;) protect the Air Forco finding
that their proprwal submitted rursuaint to request for
propos;als (FF) No. P30602-77-R-0314 is technically
unacceptable and not within the copotitive range for
the procurement.

     The RPP, issued by the Rome Air Development Center,
Griffiss Air Force Base, Nlew York, solicitd proposals
for expurimental, developmental and research work in
connection with JOVIAL Cormpilers--compiex computer
programs that the Air Force requirkes to fulfill its
defense mission. Advance notice of the: procurerent
was published on February 15, 1977. The RXP was issued
to 12 sources on Aucust 31, 1977. Four proposals were
received by the October 25, 1977, due date. A technical
evaluation of these proposals by enagincring and procuC-
ment personnel of the Software Sciences Section of the
Rom2 Air Developmenc Conte*r (RADC) :.as completed on
November 18, 1971. F:ADJC found only th-:? proposal
submitted by Softoch, Inc., technically acceptable.
Negotiations with Softech weru concluded on March 10,
1978.  'The preaward notict: to unsuccessful bidders was
mailed on April 11, 1978.

     By telephone on April 25, 1978, TPrS notified the
contractinj officcr of its diszatirfaction with the
Air Force decisi:'n that its proposal wi-s unacceptable.
