Advance notice of the: procurerent was published on February 15, 1977. The RXP was issued to 12 sources on Aucust 31, 1977. Four proposals were received by the October 25, 1977, due date. A technical evaluation of these proposals by enagincring and procuC- ment personnel of the Software Sciences Section of the Rom2 Air Developmenc Conte*r (RADC) :.as completed on November 18, 1971. F:ADJC found only th-:? proposal submitted by Softoch, Inc., technically acceptable. Negotiations with Softech weru concluded on March 10, 1978. 'The preaward notict: to unsuccessful bidders was mailed on April 11, 1978. By telephone on April 25, 1978, TPrS notified the contractinj officcr of its diszatirfaction with the Air Force decisi:'n that its proposal wi-s unacceptable.
