                       Durocher Dock & Dredge, Inc. (Purocher), has
                 zIequested reconsfeeration of our decision in DtJocher
                 Dok   & Dredge, Ini., B-189704-, March 29, 1978, 78-1 CPD
                 241,  dWenying Durocher'spothast against the rejectiorr
                 of-its  bid under invitation for bids (IFB) No. DACW35-
                 78-B-0019  issued by tpie Department of the Army, Corps of
                 Engineers,  Detroit Distcict.          I

                      The  IFB  as for maintenanha dredging 'at Little
                 Lake Harbr,  Michigan.   Asthe  Corps detirmined that
                 the St,  Paul District's crane bargMNarkus  would'be
                 available,  a Governmneht's hired labor estimate wan
                 prepared  to compare with thebids  received as.required
                 by 33 U.S.C,5   624 (1970), which states that-if the bids
                 received  exceed tha Government estimate by more.than 25
                 percent,  the work shall be performed by the Government.
                      Durocher  submitted the low bid of $08,900 and
                 the Government'shired   labor estimate was $44,311.30.
                 As Durocher's  bid was mote than 25 pL4cent'greater
                 than the hired 1bor   estimate, all bli t3'.wre rejected as
                 the work was  to be performed by the dt. Paul District.
                 Folloking a protest  by Duocher 'to the contracting
                 officer,  the Corprevised   the hired labdr estimate
                 because of the omission  bE certain costs whibh
                 raisedChe estimate'vtou$64,146.9,4, but Durocher's
                 bid-still exceeded-Ehis  figure:$Jy 38.6 percent and,
                 therefore, was unact:ptable  under 33 U.S.C. S 624.
                 Durocher then protested  the reasonableness of the
                 estimate to our office, and in our decision of
                 March 29, 1978, we found  the estimate to be reason
                 able and denied the protest.
