               Since Forest Service Regulation R-8 now requires
               upgrading the electrical hokcups at mobile home
               pads to 200 aspers, GAO  will not object to agency
               agreement with three of its nnployees, who moved
               onto the trails r pads prior to the promulgation of
               the regulation nd wko Incurred personal expenses

               their respective mobile homes, for the puz:hase of
               the imp rwevwamts at a price reflecting their value
               t- the Governmect, siace it employeea removed
               their iprovements,  whicn they may do in the alter-
               native, the Forest Service would have to replace
               them.
    Mr. George D. Breftmeler. Authorized Certifying Officer, Forest
Services United Sates brpartmen of Agriculture, (his reference 6540),
asks whether he may certify 'he Tcchers of three Forest Service em-
playees who seek reimburseament of personal expenditures for enlarging
the electrical hookups which served their respective mobile homes.
    When the ernplojues elected to move their mobile homes on to trader
pads at the Naches Ranger Station, Naches, Washington, there was
electrical service but at a much lower amperage than was needed to
operate their mobile homes adequately, At the time of their moves,
the employees were apparently told that t*'e trailer padu were available
but if the electrical service was not adequate, they would have to bear
thc expense of installing the additional service themselves. Also, ac-
cording to the record, the employeen were apparently advised that the
facilities lastalled would be their personal property and would not
revert to the Government. The three claimants then upgraded the ser-
vice to 200 ampere. at their own erpense.
   Subsequently, the Pacific Northwest Region of the Forest Service
promulgated standards, (R-0 Supplem-mt No. 57 to Forest Service
Manual 8445.31-3 (February  6197)(regulation a-B)) which established
minimum  requirements for traller parking spaces. These included,
among other things, 200 ampere electric service to a moter head.
