     Transportation audit fuzation was transferred from this Office
     to GSA by Pub. L. to. 93-604, approved Jkanry 2, 1975; it was
     effective October 22. 1975p am! inclled  lat transrntatia

     authority to review GSA settlemats. Review requests mst be
     received in GAO ao later than 6 month* frm date of final
     dispositive action by GSA ar 3 years from date of certain enmer-
     ated administrative actions, whichever is later. Carrier requsting
     reveow by 0AO of GSA actir after those dates is tim-barred.

     Tras  Country ha Idnes, Ioo. (Trace Country), it its letter of
June 6, 1977, requests a review by the Comptrollar General of the fi'm
settlemnt  action of September f1, 1974, taken by the former Transports-
tion and Claim Division (TCD) of the General Accounting Office.

     The record shows htat TrI  Country billed for and was paid
$3, 320.60 on Jum 24, .971,   i tiansportation servi~es rendered am
a shipment from Pet*'Aam, California, to Warreztan, Virginia, on
Govermant  bill of Indlig 7-424F.16, dated May 21, 1J71. TCD determined
in its audit of trasportation 'er gem that lomer charges were availab2
than those billed by Trans CouLt!ry. Tberefore, a otice of Overcharge
for $1,843.80 was stated against. Tranc Country. Trans Gountry rotested
the overcharge and received a reply fro TCD. Hounver, because of thr
time liistincm  imposed by 49 U.S.C. 66 (1970), the overcharge of
*1,8143.80 was collected by teduction from amounts othervise due the
carrier.  Trans Country' c     faim far the amount deducted was disallowed
by TD  an a settemut  ceitiflcate dated My 2, 1974., On Augustr22,
1974, Trans Country protested as usrranted the denial or its claim.
TCD responded by letter of September 11, 1974, affirmd its disallowame,
and suggested that ftmas&Country request a reviw by the Comptroller
Geueral of the taited Stctes of its final action 'on the claim. The letter
of June 6, 197, is the first correspondence received from Trans Country
concerning tin claim since August 24, 1974.

     While Trans Country presents several reasons in support of its review
request, we ned not consider thm,, because, in our opinion, the claim
is barred from our casideration by the tim limitations an our review
in the General Accounting Office Act o 1974, Pub. L. No. 93-604, approved
January 2, l95.
