He reported to Columbia, South Caroina1 on September 12, 1976. On October 15, 1976, Mr. Baldwin purchaked a condominium Pocated in Lexington, South Carolina, a suburb of'Col'mbia. The purchase of the condominium required no onetary reimbursement by the Government. On December 6, 1976, Mr.1.9aldwin submitted a travel voucher and document tion to the DIeAursing Officer,Navul'Rigional Finance Center, Norfolk, Virginin4 stating thnt no' reimbursable expenses were claimed incident to1Ithe purchase.
