Defense Investigative Service employee
reassigned to Columbia, South Carolina,
purchased a condominium incurring no
reaimbursable real estate expenses. Prior
to end of first year at new'itAtion, en-
ployce requested an extension ci'time to
purchase a residence beyond the 1-year
time limit permitted by para. 014000:2.

request was refused by `the designated
official'because purchase of second resi-
dence would iot be related to permanent
change of,. station. GAO will not overturn
such dteirination, absent showing that
agency exceeded its powcr& or abused its
discretion.


     Mr. E. B. Kirkpatrick, Azcounting and Finauce Officer, Defense
 [nvestigative Service (U19), has requested a decision on the
 propriety of his refushl to extend the 1-year time limit for an
 additional year.to allow Mr. Charles A. Baldwin, a 'tS employee, to
 purchase a second residence at his new official station and obtain
 reimbursement for such.expenses.

     Pursuant to  fficial travel orders dited June 7, 1976,
Mr. Baldwin wasauthorized a          chkge of station fr
   enaoaF1k, a           permanent chhefsainfom
Pensacola, Flo'idaio alumbia,   South Carolna.  He reported to
Columbia, South Caroina1 on September 12, 1976. On October 15,
1976, Mr. Baldwin purchaked a condominium Pocated in Lexington,
South Carolina, a suburb of'Col'mbia. The purchase of the
condominium required no onetary reimbursement by the Government.
On December 6, 1976, Mr.1.9aldwin submitted a travel voucher and
document tion to the DIeAursing Officer,Navul'Rigional Finance
Center, Norfolk, Virginin4 stating thnt no' reimbursable expenses
were claimed incident to1Ithe purchase. The voucher was returned
to him vich the notation' that it was unnecoosary to submit a
claim for real astate expenses when no money was being claimed.
