portation of dependents and household
effects of a member of the uniformed
services with dependents and shipment of
household goods for a member without de-
pendents serving within the United States,
incident to the member's discharge under
conditions other than honorable similar to
the transportatirn,authorize4 members with
or without dependents Jischarged in 'such
circumstances .whiA serving overseaq.


     Thistaction is in response to a letter dated June 27, 1977,
from the Acting Assistant Secretary of the Air Force (Manpower and
ReserveAffairs)  requesting a decision with respect to questions
whickhave  arisen as a result of our decisions in 44 Conp. Gan.
724 -1965) and 55 Comp..Gen. 1183 (1976). Specifically the ques-
tion ciicerns the shipment of household effocts of members without
diqndeiits and the transportktion of depeidents and household
effects for irembers withdependents when they are diadhargedunder
other than honorable conditions while stationed within the Uiiied
States.  The request was forwarded to this Office by letter dated
July 5, 1977, from the Per Diem, Travel and Transportation Allow-
ance Coimittee (PDIATAC Control Number 77-22).

     The submission cites decisions at 55 Comp. Can. 11831and
44 Comp.-Gen. ,724 in which it was determined ,that regulations may
be promulgated puiakiint to 37 U.S.C. 406(h) .(1970) to authorize
trinsportation of depndents, household effects, 'and a priiately
owned vehicle (POV) for members with dependents (44 Comp.,Gen.
724) and the shipment of household eftfects and a POVformembers
without dependents (55 Comp. Gen. 1183)-wben they are dischatged
under other than honorable conditions while stationed overseas.
It is proposed to amend Volume 1 of the Joint Travel Regulations
(I JTR) to authorize transportation allowanca. in those situations
