           2.  Evidence of the reight of household
               effects shpped  in a previous perma-
               nent change of statio  (PCS) nove in
               not relative nor supportive in deter-
               mdning the weight of household effects
               shipped in a subsequent PCE move.

     This action is in response to a letter eated.Mnj 31, 1977,
from Lieutenant Colonel Robert A. Schlappui, USAF, Retired, which
in effect constitutes an appeal from a uettfement of the Claims
tiviaion of this Office dated April 12, 1977. That settlement up-
held a determination by the Air Force that the member is indebted
to the United States in thy amount of f1,053.79 resulting trom
trAnsportation costs asreclated with shipment of member's house-
hold effects incident tc e permanent change of station (ICS).

     In June 1974 the netber was transferred from Andreve Air
Force  aseo (AFi), Maryland, to Edwards APF, California, and inci-
den% to this move the seember's housaebold effects were shipped to his
new duty station by commercial rarrier under a Government Bill of
Lading.  The wetght of member's heurehold effects was certified to
he 2.551 lbs. in exrsac of the amount alloyed by regulations for
members of the Air Forew of his rank. As a result, the member
was charged $1,053,79 for th2 cost of shipping rho excess
weight.   . dispute haq arisen concerning the computatin upon
