Finance,  Federal Trade Comission   (FT)-,,requested an advance
decision as  to whether a retroactive temporary  pc9motion may be
granted to  an employee who served in an  acting capacity for tan
extended  period in a schedule C position  althdogh ,2n extension
of the detail  was not cbtained.  MTC had the authority to grant
the employee a  retroactive temporary promotion  and backpay.
