         7he Director of the National Park Service lWPS)
reqaested a decision conceirning the availability of lump-ssim
apprcpriaticns to NPS for planning and coistruztionw 'and for
construction, improvewenti, repair or replacement of physical
facilities. The TPS may expend the lump-sum appropriations
provided for planning and construction in the parks even though
the expen~iituzes for specific parks vould exceed the amounts
