A second reconsideration was requested of a decision
that found a solicitation for photocopy services had 'overstated
needs on the basis that the decision did not treat the merits of
the protest. No additional evidence vas presented concerning the
defectivei solicitation; prior decisions were affirmed. Request
for p&yment for costs incurred in anticipation of contrrct award
also crntained no new evidence and was denied. (RES)
