The Department of the Air Force requested
reconsideration of a decision holding the Air Force had not
justified the use of negotiation in Iie'z of formal advertisiig
for hspital aseptic management serviceu. Prior decision was
nudified as Air Porce's needs could be satisfied only by best
service available, and adequate specification describing the
