A detaruination'was requested as to wbether the Federal
Elections Ccasisionas interation gatheing activities are
subject to reviow and clearance by GAO, pursuant to an amemdment
to the Fideral Reports Act. Under criteria agreed to by the GAO
and'the office of Management and Budget, the'Ccmission is an
independent Federal zegulatory agency for the ;arpopes of 44
U.S.C. 3512. Nothing in the Federal Election Campaign Act, as,
amended, or its legislative hiutory suggests that Congress
