       DATE: arch 22, 19M7

MATTER OF: World Wide Associrtes, Inc.

DIGEST:

Official Government 'passnger travel in
procured directly from carrier and travel
agents are not used because (1) direct
prccurement is more efficieut and economical;
(2) reservatins, cancellations 'or changes
In travel schedules are wore reacily affected
with less errors; (3) the statutory audit
and sttlement of carrier accounts £s better
facilitated and overcharges more quickly
r3covered.

By letter dated February 17, 1977, to The President,
Mrs. Claudia S. Wetzel requested comment on the Government'a
non-use of travel agencies in the procurement of official
travel. Tae letter has been referred to our Office for reply.

Mrs. Wetzel'stated in her liCar that she and her husband
own a travel agency in Roselyn, Virginia, and that there are
a number 6f Government agencies and military installations
In the immediate area which purchase passenger travel.

She pints out, however, that rombiasions are not paid
to the travel agencies by the airlines on official Government
travel, and that if a Government travel taquest (GTR) is
received by;the travel agency, the full value of the ticket
mupt be remitted-to the airlines. She contends that this
requirement provides additional profit to the airlines and
in unfair to the travel agency.

Initially, ve-point 'out that travel agents are the agents
of thetairlines. The ailines believe that theie designated
trave agents should concentrate their efforts on the promo-
tion and development of discretiona.y travel rather than to
the issuance of tickets to persons who would travel regardless
of whethier they dealt with the travel agents or with the air
carriers.

The airlines pay comissions pursuant to s;les agency
agreements which are filed with the Civil Aercnautics Board.
