decision (Perry C. Herford, A-187666, December 6, .1976) deny-

the bidecceptance period. The solicitation was issusd.by the
United States Department of Agriculture, Vorest unrvice, and
was for spot-site preparation in the Fart lock Ranger District,-
Bend, Oregon.
Mr. erturd contends that we fwtled 'to consider his entira
protest and that pursuant to Federal Procusement Ragulations
F 1-2.405 (1964 ad.) the contracting officer should have waived
the deficiency,
Our Bid Protest Procedures, spicifically 4 C.F.R. I 20.9(b)
(1976), state that:
(b) Request for 'reconsideration of a decisiIin
of the Comptroller General shall be filed not later
than 10 (vorking]t-days after the basis for reconsid-
eration is known or should have been known, whichever
is earlier. The term 'filed' e.s used in this section
