     A Master Ship Repair Contract, issued pursuant to Armed
Services Procuraemnt Regulatioc (ASPR) 1 16-503 (1976 ed.),
establishes in advance the terms upon which a contractor will
make repairs, alterations, and additions to vessels u:ader job
orders issued by MSC area comanders.  The regulatidns state
that such a contract shall be entered into with all prospective
contractors located within the United States who request ship
repair work and who possess the organization and facilities to
pprform such work satisfactorily.
