 DIGEST:

     Where no errors of law or fact are alleged in prior
     decision upholdinrA legality of contract award, deci-
     sion is affirmed.


     Our decision Service Is Basic, Inc., B-186332, October 1,
.1976, concerned the award of a total small business set-aside
procurement for laundry services at McGuire Air Force Base. The
contract was awarded to the Department of the Army, Fort Dix,
New Jersey, after a cost analysis performed by the Air Force
indicated that Fort Dix could perform the services more eco-
nomically than the commercial firms which submitted bids. A
notice of this posstbilicy was contained in the invitation for
bids.

     Service Is Basic, In.., submitted to our Office an analysis
which cast doubt upon the realism of the Air Force cost analysis.
We concluded that since the decision to contract in-house within
the Department of Defense is a macter of executive policy, it is
not within the decision function of our Office. However, in view
of the doubt cast upon the validity of the cost analysis and the
possible detrimental effect upon the procurement system, we recom-
mended in a separate letter to the Secretary of the Air Force that
a further review of the cost analysis be undertaken before the
eexrcise of the contract option.

     The instant request for :ceconsideration of Service Is Basic,
Inc., is premised solely upon' the possibility that the Air Force
cost analysis may have been erroneous.

     Our Office will reconsider decisions upon a showing that either
errors of law or fact were present, William D. Hutchinson, B-185850,
May 13, 1976, 76-1 CPD 324.  Since the request for reconsideration
alleges neither mistakes of fact or law, our prior decision is
affirmed.
