                       Except for certain transactions subject to utatutory
                       prohibitions against credit sales, Government PrintinB
                       Office (GPO) may sell publicntions on crodit, through
                       its own facilities, where it determines that extending
                       credit wil facilitate sale. without incrassing admin-
                       istrative costs or price of publications. Under the
                       same circumstances, and subjict to the same statutory
                       restrictions, GPO may also arrange with credit card
                       company for sales by credit card. Moreover, sales
                       to company cardholdere could Include transactions for
                       which GPO is prohibited trom making credit sales since
                       credit here is extended bv card company rather than by
                       GPO as vendor.

              In response to many Suquires about the ne of credit carde by
         purchasers of Government publications, the General Counsel of tie United
         States Government Printing Office (GPO) has ri3-'asted out opinion on
         the follovie3 qunaciona:
              A   * vhether the G'svernsaui Printing Office =y extnd
              credit to private parties, an¶rnment officials, and
              members of Cangress who vish -o purchase Government
              Oqcumauts from the Supxintendent of Documents. May the
              G(a sell government publications to purchasers who tender
              croditccards in lieu of cash? Are any special, terms or
              conditiow req'ived in the agreement between the Govern-
              ment Printtng Office and suct credit card com-panies?

         The Gineral Counuel states thar tuder certain (imspecified) cn--
         ditionus, the practice of asking  Sit card o!l.; w'uld facilitste
         sales of docusants, would not reesolt in incressed prxct to the
         piblic, and vould not increase advinistrative costs.

              The Superintendent of Docuwnts, CPO, has the authority to sell
         through mail orders and Governnint bookstores all public documents
         subject to distribution that are not otherwise reqmired by law to be
         printed and distributed for the official use of the executive depart-
         ments an4 thooe printed and distributed for the two Houss of Congress.
