         Lectroagnetic,   Inc. '(J1) protests the rtjection as late
   of its proposal on Department of Statv (State Department) Request
   for Proposals (RFP) SV 76-61, which ccnitemptbted a firm fixed
   price, indefinite quantity supply cont:act for radio-frequency
   shielded enclosures.

         Blocks 7 and 8 of Standard Form 33, Soli,tation, Offer
   and Award, for RFIP ST i6-6l specified that mailej proposals would
   be received at the Dcp rtment of State, Supply and Transportation
   Division, Room,5301 Sttonnnex  No. 6,'Wtsbingjon, D.C. 20520o
. Block 9 specified  that hand-carried offerj wordi to be deliv red
   to the' depositary locatd at 1701-N. Fort'Myer DriveArlington,
   Virginia 22209.  Block 9 also required the receipt of all pro-
   posals by 3:00 P.m., Jule 17,1976. Upon  nqtiry,  this Office
   has eatablished that Stiate Annex No, 6 is physically located at
   1701 N. Fort Myer Drive. Thus, mailed proposals  for thil RFP
   went first to the main 4tate Department mailroon in Washington,
   D.C., 20520, and were then routed to their ultimate mailing
   'address--State Annex or. 6, at 1701 Fort Myer Drive, Arlington,
   Virginia.
         LMI mailed its proposal on June 16, 1976. It arrived at
   the State Deparbnent mailroom in Washington, D.C., at 12:55 p.m.
