AOS conitends that its low offer to supply the item was improperly rejected. The solicitation in question, requeat for proposals No.',' F22600760913, specified ;(n the schedule that the item being pro- cured was an A.E.C.L. Cdbalt 60 Source * * initalled,in Theratron 80 drive mechaiiism in accordance'with specifications in Section F. Those speOfications, entitled Cobalt Source, referred to a Two ***entimeterq diameter with one * * * centimeter thickness of at4ive material'cobalt 60 source fully compatible with this A.E.XL. Theratron 80. The Air Force reports that this procurdhent was initiated as a sole source because GE is the only distributor in the counitry of the A.E.C.L. (Atomic Energy of Canaday.Ltd.) product. After the procurem'int was synopsiged in the Comerce Business Daily, AOS and another firm requested a copy of the solicitation and, along with GE, submitted offers. Thereafter, the Keesler procuzement office queried AOS, the law offeror, as to whether that fixm had quoted on an A.E.C.L. source.
