                  By a letter dated June 7, 1976, Ma. Orris C.- Mtet, a
              authorized certifying officer at the National Finaace Cenar
              of the Department of Agriculture requested an advance dec.ision
              regarding reinstatement of home leave and relocation entitlement;
              of Mr. Bruce H. Baker followig a break in service, Mr. Baker,
              an esployee of the Forest Service, was stationed in Alaska at
              the tine the break in service occurred.

                  The record shows that Mr..Baker signed.a 2-year employment
              *greement on Septembai23, 1972, in conjunction ith.a transfer
              to the Forest Service R0jional Office in Juneau, Alaska. The
              employee completed his initial agreemeut on November 7, 1974.
              Prior to taking home leave between tours of duty outside the
              continental United States, the employee signed a renewal agreaent,
              as is required by the Federal Travel Regulaotions (FPMR 101-7)
              pars. 2-1.5h (1)(b) (May 1473). In Decembitr 1974 the employee
              and his immediate family traveled to the continental United States
              at Government expense for home leave under a Travel Authorization
              dated November 18, 1974.

                  On November 14, 1975, the employee separated from the Forest
              fervice to accept a position with the State of Alaska. The cost
              incurred by ta employm  in connection with his home leave was
              deducted frog the employee's final payment.

                  On Februury 1, 1976, approximately 2 1/2 monthi following his
              separation, Mr. Baker was reinstated by the Forest Service. On
              tebruary 3, 1976, Mr. Baker signed an employment agreenuat for
