This action is in respnse to a=letterdated August 31, 1976, from>Mr. Thomas G. Gall, an Authoiized Certifying Officer of :he National Park Service, Departmentwof the Interior, requesting an advance decision as to the entitlement of Mr. Henry F. Holley, an employee of the National ?ark Service, to reimbursement of real estate expenses in the amount of $779.90 incurred in connection with his purchase of a new home incident to the transfer of his official duty station from Brooklyn, New York, to Wahingtnn, D.C. The costs iuquestion are closing costs on the residence pur- chased by Mr. Holley in the vicinity of his new official station which would clearly be allowable under 5 U.S.C. I 5724a (a)(4) (1970) and'chapter 2, part 6 of the Federal Travel Regulations (FPMR 101-7, May 1973) but for the fact that they were included in the purchese price of the resi'ence. It appars that this form of financing was agreed uon between Mr.,Holley ,a the vendor of the home in an effort to expedite closing since Mr.Holley did not have adequate funds to cover the required closing costsat the time of settlement. This arrangement would allow Mr. Holley ty pay for the.6dcsing costs over the lif3 of the mortgage.
