                        incoustatmat with circumsetences surrounding the
                        issuance of the original orders.

                  This action Io is responwa to a letter dated September 18,
             1974, fron Dr. Nelson L. 4oa.fe formekly a cominsrtoned officer
             with the Public Realtk Service, appealing a asittleastt dated
             August 30, 1974, by our Trsaportation and Claim Division (now
             Claim  Divisuion), which disallowed hin clam for travel and
             treasportation expanses from his last duty station to hie hoes
             of rtecrd incident to his separation from the Public Uaalth
             Service in June 1965,

                  The record abowe that in July 1964, upon etering the
             Covmisioned Corps of the fublic Health Sirvice, Dr. Wolfe
             signed a dental ,residendy training agreesent in which in exchange
             for a year of reiiidency training civeu by the Diviston of hospitals,
             he agreed to serve a spicified period thereafter with the Public
             leanlth Service. On May 10, 1965. he ftled'an appitcation for
             separation from the Coiisalaned Corps 'of the L'ublic iealth Service
             dAm  though be was still in 'his obligated edrvice paiod. Based
             on that applic.itton for separation 'ad folowng detailed counsel-
             in g concernia all anpsits of the matter, including being advised
             that be would lose travel benefits. Personnel Order No. 126, was
             issuad on June 18, 1965, terminktin Dr. Wolfe's appoiitanc in
             the Commissioned Corp. and separa.'ing him frwn 'the service effective
             June 30. 1965. Subsequent to the isonance of those ordern but
             before their effective dates. Dr. Wolfe apparenly further
             considered his action and on June 28, 1965. filed a request that
             the June 18 separation oriar be cancelled. Action to cancel
             those orders was not taken upon tiis request and he was separated
