                  This  ction is in response to a letter from the Chief, Voucher
             Exmintlun   branch, financial Sarvices, Department of State, con-
             earning the status of certain Department of State estal advances
             to Navy enlisted members the repayment of which was reaitted by the
             Department of the Navy. It is statod that the Department of the
             Navy has remitted the Indebtednesu to the Department of State of
             three of its enlisted meembrs applying the decision 1-151168,
             May 18, 1972, and the provisions o :o U.S.C. 6161. However, the
             indebteduesses carrently are carried in the accounts of the Depart-
             ent  of State as outstanding travel advances. The question raised
             is which agency's appropriation, the Department of State or the
             Department of the Navy, should bear t0e cost of the awt of the
             indebtedness remitted?

                  The indebtednesses in question wrose as a result of travel
             advances made from Department of Stata funds available for
             travel advaces  to mployeeas to ci;or expenses at the full per
             diem rate for thres Navy members detailed to the State Depart-
             mewC for services at at, overseas location. However, upon submis-
             sion of their travel vouchers a portion of the amounts claimed
             vav disallowed in accordance with applicable regulations
             (para. M4254, Volume 1, Joint Travel Regulations in effect prior
             to June 1, 1976) etipulating that per diem will be reduced by
