        The Aay lsued  Travel Order No. 4-511 on April 5, 1972,
   auth.bsing tr. HaBMar to travel, under.the authority of 5 U.S.C.
   I 572Ma) (1970), frm  Franifurt, IWest Germanyjta Long Beach,
   Cal Ifonis, for the purpose of renewal agreaeent travel. The
   Army aithorised travel under the travel order by Govrnment and
   comuerciaal ral1, air, and bus, but it did not authorizo trancpor
   tation by ship. Due to a phobia rbout flyng, Mr, tlcmara sought
   medical certification precluding 1'.e travel by aircraft.  Upon
   eview of Yr. Hiara's  records, hovaver, the Aray medical officer
   was unable to conclude that air travel was mndically contra-
   indicated; ha suggestad, rather, that travel by AornMedical Evac-
   cation (Air Evac) was indicatedby the medical records. NotwLth-
   standing the fact thit his request forasurface travel by foreign
   flag vessel with rolmburseucat was donled, Mr. litmara traveled
   froI Wiesbaden, Weit Germany, to LaIlavro, France, from which ha
