                  This action is a recnesideration of the denial by our Claims
             Divsin   of the claims of Mr.  illie L. Adams and 105 other
             3ndiyduaks  for per diefor   bry  performed prior to 1971 while
             cmploye6 as  tewporary ot sasoial employees by the Corps of
             Enginecra (Corpq), Gepartment of the Army, and assigned to Bank
             Protection Units (boats) Nos. 9 and 1!,  the claims were dnnied
             on  thu grounds that it was not shown that the dealgnAttin of the
             Unit as the official duty station of the claimants was arbitrary
             or erroneous and that  there is no other authority which mandates
             that the claimants  a'e entitled to quarters and subsistence or
             per diem in lieu thereof under the circumstances prevent.

                  The record indicates that the claimants were employed on a
              temporary or seaounal basis by the Corps of Engineors to perform
              work on the banks of the Hisalssippi River on board Bank Protection
              Units Nos, 8, 9, and 11, The work force on those units consisted
              of permanent employees of the Corps wsorne official duty stations
              were located other than where the Units were operating and who
              were assigned to those Units on temporary duty during the revet-
              'ent operating season, and temporary or seasonal employees whose
              official duty station prior to 1971 was designated by the Covps
              to be the Unit to which they were assigned, wheeover It vas located.
              When a quarterboat was associated with one of the Units, the crew,
              both permanent and temporary amployees, was furnished free quarters
              and subsistence. However, when the quarterboat was not operational.
              the permanent cployees received per diem while the temporary
