                       Hr. E. Schultz of the lavy Finance'Office, Naval Air Station,
                  Jackcsonvillo, Plorldu, by letter dated February 11, 1976,
                  requested an advanco docirton regarding the propriety of paying
                  the voucher of Mr, John  . Doer lor telephone Installation costs
                  incurred incidnt  to 4 temporary duty au3igerfrtnt in Kubtle,
                  Alabcaa, oiReibursemant of the corts in the amount of $30 was dis-
                  alowed  by thm  avy Rogional Finance Center, Norfollk, Virginia,
                  ',s prohibited by 31 U.SC. § 679 (1970). The finance officer
                  inquIves as to whothor payment may be allov.t under our decision

                       The record show that Mr. fler was one of ercral employees
                  at Hayport Naval Station, Jackoonville, Florids, given a temporary
                  duty assigncment i' ifobile, AlabamV. The temporary duty was ina

                  Each employoa was given perminlon by the Sapervitor of Ship-
                  building at Hlnyport Naval 6tation to have a telephone installed
                  in his or her temporary quartero so that the Sonior Project
                  Officer and othor supervisors could contact porsonnolt whenever
                  necessary.  The overtrsui was conducted on a 24 hours a day, 7
*                 days a vak  baala, and it ans neceosary to have immedLiato access
                  to all employous.
