Employee  acheduled to report to new duty
station on Monday, January 21, 1074, who,
because of the weekend closing of gas
stations, traveled frout old to new station
on preceding Friday, h not entitled to per
diem for the weekend spent at new station
prior to reporting for duty since per diem
allowanco authorized by 13 U. H, C, S 5724(a)
iv payable only in cotnection with en route
travel. Futatence  expenses incurred at
new duty staetion location prior to reporting
for duty are generally reimbursable only as
temporary quarters subsistnce expenaes,


    This action to based on the request datod March 20, 1970,
by Mr, Elaine K. ShoW'thma, an authorized certifying officer
of the Federal Mediatibn and Conciliation Service, for a de-
cision regarding the enittlement of Mr. Robort M. Attmore to
additional per diem expenne.i incident to a trunsfer of duty
Istatio n.

    Mr. Attmore was scheduled to report to his new permanent
duty stution in Houston, Thxats, on Monday, Jvnuary 21, 1074.
He has explained that becausu of the gas shortage most gas
stations were closed eveningu' and weekends and he, therefore.
considered it necessary to depart from Oklahoma City, Okla-
homa, on Friday, January 10, 1974. to Iniure that he would be
in Hounton the following Mond y. Mr. Attmore traveled the
453amile distance between Oklahoma City and Houston on Friday
and remained in Houston over the weekend, reporting for duty
as scheduled on Monday.  Inaimuch as he would not have begun
his permanent change of station travel until Sunday. January 20.
19745 had it rot been for the tas shortage, Mr. Attmore claims
Per diem for the period from January 18 through January 20,
1074.
    The certifyhig officer carreotly advised Mr. Attmore that the
expenses he incurred on Raturday and Sunday would ordinarily
be for reimbursement as temporary quarters subsistence expensea
